Our Assessment: This is an exceptionally rare Winchester factory artifact produced as a toolroom reference receiver, not as a commercial firearm component. Unlike production receivers, this example was retained by Winchester and used internally as a dimensional master to verify that parts were manufactured to correct specifications during Model 1906 production. As such, it remains unfinished and was never intended to be assembled into a complete rifle.

The markings are limited, specific, and highly significant. The upper tang bears the 06-D Winchester trademark, while the left side of the receiver is marked "MOD. 1906 RECEIVER. P.G. SA". These markings align with it being an expert grade receiver.

Factory toolroom samples represent the very foundation of Winchester's manufacturing quality control.
